On behalf of Structural Associates, Inc., and me personally, I would like to express my sincere appreciation for the “job well done” by Bay Associates and particularly the Bay Representatives that were on site during the startup and commissioning at Langley AFB, specifically – Ed McAllister, Mike Holmes and Acie Benedict.
For a number of reasons it was important to Structural Associates that the Langley AFB commissioning be completed in a manner that would give the Air Force complete confidence in the fuel system. Based on comments from the Government personnel in attendance during the commissioning I would say that goal was accomplished.
I believe it is Bay’s attention to detail during the startup and commissioning that makes this type of an outcome possible. We look forward to many more successful system startups in the future.

I would like to express my sincere appreciation for Ed McAllister’s and Mike Holmes’ expert assistance during testing and commissioning the new Depot Fuel Farm here at NAS Signonella. Despite numerous obstacles, Ed and Mike stayed the course through two separate commissioning efforts and helped the U.S. Government accept a very high quality facility.
I especially appreciate their dedication given our job-specific circumstance and the state of this system’s completion upon their arrival. Not only did they battle the weather and insects, they also battled a difficult language barrier that required the right temperament to work through the numerous programming problems identified throughout their 7 weeks on site. It became apparent very quickly why our specifications include the requirement for a ‘systems integrator’ on these types of jobs.
In summary, Ed McAllister and Mike Holmes were the key to our collective success. Please pass on my thanks to them.

Gentlemen:
The Defense Energy Support Center’s (DESC) mission is to provide the Department of Defense and other Government agencies with comprehensive, effective, and economical energy support. A vital component of that mission is the Bulk Petroleum Program that supplies fuel to the military services, allowing them to successfully meet their peacetime and wartime missions. Within that role, DESC supplies JP-8 jet fuel to Air Force components and retains resource responsibility for the maintenance and repair of fuel facilities transporting, receiving, and storing that fuel.
Recent supply solicitations for Dyess Air Force Base identified a limitation within the existing fuel delivery capabilities, placing reliance on resupply from commercial pipeline operations. The need was to provide a suitable alternative to that receipt mode, permitting alternate and competitive supply options to the Government. The decision was made to repair the existing base tank truck offload facility in time to meet the upcoming supply solicitation award cycle.
In expediting the project completion date you company, directed by Mr. Bob Boseman, was contracted to supply critical items for the repair. Bay Associates, Inc. acquired and assembled long lead components that were not readily available at the start of the overall acquisition process. This allowed for delivery of those items on schedule, for installation in December 1999. This was instrumental in achieving the successful, on-time completion of the overall truck offload facility. Bay Associates, Inc. displayed initiative, flexibility, and resourcefulness throughout the process. DESC congratulates your company and in particular Mr. Bob Boseman for a job well done.
